Wyeast 2252 Rasenmaher Lagerbier

After 2 days my starter with this special edition yeast looks like this. I presume it is krausen. It rises to the top and then falls back into the wort right?

I was thinking of putting in the fridge tonight and taking out tomorrow morning, so that I can brew tomorrow.

Did your wyeast packet puff up like normal? How long did it take for the starter to do anything? Due to a fedex messup instead of 2 day shipping I got 7 days and all three of my yeasts packets were warm when I got them and the ice wasn't even remotely cold. All three packets were partially puffed up. The Kolsch 2 packet puffed up nicely. The Rasenmahr packed didn't do squat. I made a starter this afternoon hoping it's still good.
