Thoughts on stuck/very sluggish RIS

I brewed a RIS almost a month ago, pitched 3 packets of rehydrated US-05, oxygenated at pitching then again 12 hours later. Mashed at 149, temp was accurate with a calibrated thermometer. Starting gravity was 1.122, it chewed down to 1.048 quickly and has been sitting there.

I started rousing the yeast two times a day and have gotten it to very slowly drop to 1.042 so its at about 10.5% right now but way too sweet. I have 4 packets of US-05 in the fridge but I'm not sure about tossing two more into an already 10.5% beer to try to get it down to 1.024-1.028. My other options would be just keep swirling and see if it will slowly chew it down or pick up some WLP099, make a big starter, and toss that in there.
