Newbie-Kegerator leaking at tap

Hey guys,
Please forgive me if this is a totally moronic question but I searched for the terms "Kegerator leaking at tap" everywhere and couldnt seem to find anything that addressed my issues.

I just bought a kegerator off of craigslist and I am having some trouble with it.

The beer forms a pool at the top of the tap that leaks out of of the bottom of the fridge. Also there is foam at the base of the beer line.

I am not sure what is happening. Any suggestions would be appreciated. Thanks!!

The kegerator is a Sanyo BC 1206.

Looks like you blew a seal....nope just a little ice cream.............. But yea think you're missing/or have a damaged seal

That would be at the base of the tap correct? I think I have figured it out. It looks like the inner rubber ring on the tap is missing. Hope that explains it and thanks!!
