I have made many beers and wines and I would like to make some of my own soda. I have always used yeast to carbonate. What I am wondering is if I used a non fermenting sugar such lactose and just used 1 cup of table sugar would I be able to bottle in beer bottles and not have to worry about bottle bombs? If so does this sound like a good option?
 
Lactose is not very soluble, and also not very sweet. I think you'd need way too much for it to really work very well.
I think a better bet would be to sweeten with splenda and use an adequate amount of table sugar for carbing.
