I was wondering if I could use the pH Down Liquid from General Hydroponics to sanitize my equipment like Starsan?

Does anyone know anything about it?

It contains phosphoric acid, citric acid and monoammonium phospate.
 
Nope. Starsan is phosphoric acid and an acid-based detergent (the reason it foams). The sole function of the phosphoric acid is to maintain the pH at the proper level for the other agent to do its sanitizing work.
