More carbonation from keg?

I started kegging two batches ago (5 gal corny). I'm wondering how to get more carbonation in the beer. I have force-carbed using high PSI for a week. I leave it on the gas all the time. Even after several weeks, the CO2 seems to mostly "push" the beer out rather than imbed it with carbonation. Higher PSI just increases the flow and results in carbonated head "on" the beer rather than "in" the beer.

I've read the posts here and followed the recommendations, but I seem to be missing something. Ideas?
 
10ft beer line. I've varied PSI but currently holding at around 9 PSI. Temp is 37F. Thanks.
