what is the best temp to keep a brew with ale yeast at

some have told me 70 F or above

and others have told me 60 to 70 F

Below 60 would put most Ale Yeast to sleep. If you use a liquid Yeast, like White Labs Pitchable tubes, it will tell you on the tube what the best ferm temp is for that strain.
 
thanks - the reason that i ask is we a a couple of cold days here and i was worried

but the temp never dropped below 60 in the house so i hope my brew just needs a little time

both my batches we either in bottles at the time or in the secondary almost ready for bottles
