Just saw this on digg, it's a linux brewing application but it has windows and mac ports as well.

The UI doesn't look terribly impressive, but if your budget is $0, it would probably get the job done. It doesn't have options for yeast attenuation or mashing efficiency, but if you're relatively new to brewing and looking for something to help out with recipe development, it might do the job.
 
I actually use that software. It's pretty nice for being free. But then again, my standards might be skewered since I use free software basically all the time.

I have a few recipes saved somewhere that I've made in the qbrew format if anyone wants them.
