I just opened a vanilla bourbon porter I bottled on 8-16.. got a nice pssssst when I popped the top and absolutley zero carbonation on the pour. I mean NADA. I will admit that I JUST stuck it in the fridge an hour or so ago but even with that there should be SOMETHING. It tastes GREAT and does not taste flat it is as still as wine however.
EDITED TO ADD...a batch primed to style ( cant remember) and kept it above 70 for probably 4 weeks.
 
poured from one glass to another and poured it hard... nice thick head that is lingering... maybe it DOES need to cool down a couple of days prior to opening?
