What is the purpose of steeping the 8 oz. of crushed crystal malt 60L that was included in the extract kit I'm using? Is this just some sort of added flavor, or a small taste of what all-grain brewing is like?

It's for added flavor and color that you cannot get from extract. It'll also help when you start designing your beers later on down the line. Not the steeping part but the use of small additions of grains for color and flavor.

Crystal (AKA caramel) adds caramel and malty flavors, as well as color. The 60L is the lovibond number. The higher the number the darker the grain. A very pale grain might be 3L, black patent is 550L.

It isn't practical to make hundreds of different extracts, so companies make five or six and you steep specialty grains for variations.
