Carbonation Question

I did a Hefeweizen and bottled with 3.8 oz corn sugar (for 5 gallons).
I felt there should have been a little more carbonation. It's been bottled for over three weeks at 69 degrees. It had just as much carbonation at day 10 as it does now.
On my next batch, can I just up the sugar or would there be other things I should look at?

It could still need time, but 3.8 oz or corn sugar is not excessive for five gallons, particularly not for a hefeweizen. Five or more oz wouldn't be unheard of, but, if you're using thin bottles be sure they can take the pressure if you start pushing it too far.
