I'm going to brew an IIPA for my friend's 21st. How does this look? And yes, I do want it to be a hop bomb.

Just my $.02, but you would have to use a helluva lot less hops if you did some earlier bittering editions. I've never seen an IPA without 60 minute hop additions. Most IIPA's that use that many hops are around the 180-220 IBU mark.

Aside from that I like your hop bill, those four are tasty together!
 
Personally, I would drop the munich malt, use about 5% simple sugar, and make up the rest of the gravity with more 2-row. Too much flavorful malt will be over the top and take away from the hop profile.

I agree. You may be better off moving 3-4 oz to 60 min. You may also want to think about losing some of the late additions after 15 minutes. Since you're dry hopping with 4 oz, you may not get the value that you want from those additions.
 
I would also cut back on the munich. Also, I don't know how likely it is that you'll get 81% attenuation with this. US-05 is a good choice, but you'll prob end up around 1.019, 1.020.
