Sparge temperature question. Time sensitive

So I'm working on a recipe from BYO mag. It's my first all grain. It says sparge with 170 degree water, I'm batch sparging so should I heat it higher than that so it levels out at 170?

Assuming that your grain bed is cooler than 170ºF (which it probably is), yes. Any of the temperature calculators should help you estimate this.
 
Excellent, thank you. One more question, Im shooting for 7 gallons pre boil, mashing 12.25 lbs of grain with 15 quarts of mash water. How much sparge water should I heat?
 
your leaving out info of your system, but if I assume 0 dead space and evaporation rate of 1 gal per hour and you intend to boil 1 hour. and best efficiency is achieved by equal 1st and 2nd runnings you would need 22qt for your first runnings and 14.5 qt for your 2nd runnings.
