So in my first batch (7 days in to fermentation) I realized that I did not top off the batch to 5 gallons. It is at roughly 4 1/2 gallons (maybe a little less). What are the implications of not topping it off to 5 gallons and also, is it bad to top it off at this point?

You will have a little more alcohol, probably a little more taste to the beer, but there is nothing wrong with leaving it alone now.
If you were to to it off now, you would have to boil and cool the water, and if fermentation is started, add the water very gently to the wort. For half a gallon, I would leave it alone.

Who knows, it might actually be better. If it was more like a gallon short, then i would consider adding that water but if its more like a half gallon i would just leave it.
