Subject says it all. Got some intense frothing and airlock activity, but no pellicle seems to form. Any thoughts?

It's been 2 weeks since I started it. It was a 1.040 starter.

Brett used as for a primary fermentation will behave the same as saccharomyce. It could take a while for them to switch gears and form a pellicle.

Is this a beer or a starter?

It's only going to form a pellicle if exposed to oxygen. When you ferment with brett alone it will act like sacc and form krausen. It's pushing out CO2 so there's no need for a pellicle. Once fermentation ends it might form a pellicle but it's equally possible it will not. That's ok. As long as you have a good cake you're fine.
