Double pitch yeast or make starter

I was thinking of making the Arrogant Bastard clone kit from AHS, and noticed they recommend double-pitching the yeast for beers with a starting gravity of over 1.060. So there is an option to order 2 vials of the White Labs WLP051. Is it possible to just order one vial of yeast and make a yeast starter instead? Would this be just as efficient? If so, how much DME would you all recommend when making the starter?

Yes, you can buy just one vial and make a starter. Go to mrmalty.com and use his pitching calculator to determine your starter size. Shoot for a starter OG of 1.040 to determine the amount of DME needed.
 
The starter would be better than using two vials. A starter does more than just propagate yeast. It also ensures that the yeast are healthy and ready to rock. Smack packs can serve a similar purpose by reinvigorating them before they are used and verifying they are OK, but with the White Labs vials, you have to make a starter to ensure that they are in a healthy state.

When making starter wort, keep the starting gravity between 1.030 and 1.040 (7 - 10°P). You do not want to make a high gravity starter to grow yeast. As a ballpark measurement, use about 6 ounces (by weight) of DME to 2 quarts of water. If you're working in metric, it couldn't be easier. Use a 10 to 1 ratio. Add 1 gram of DME for every 10 ml of final volume. (If you're making a 2 liter starter, add water to 200 grams of DME until you have 2 liters total.) Add ¼ teaspoon of yeast nutrient, boil 15 minutes, cool, and add yeast.
