When can you bottle from secondary?

I hear typically 10-14 days or until "the dust settles", so to speak. What exactly should I look for when deciding if it is ready for bottling?

I have what seems to be yeast chunks floating on the surface. Will this eventually settle? I had some hop sediment floating after the first few days but it seems to have settled.
 
It depends on the yeast strain and how flocculant they are. 10-14 days in a secondary is plenty for most beers if the FG was hit in the primary. Some beers/strains will never clear out.
