full boil hops utilization?

I am confused on this subject.
I bought my equipment to do full boils as everyone say it makes the best beer.so far all the directions in my kits have been aimed at 3 gallon/partial boil.It's my understanding that when using more water your hop utilization increases.The difference between 3 gallons and 6 is significant according to beersmith.
are these recipes designed around the utilization figures of 2 or 3 gallon boils?

by doing full boils am I actually making my beer more bitter/hoppy than the recipe intended by not reducing the hops amounts?

should I just RDWHAHB and just follow the directions and continue doing full boils?
 
Just reduce the bittering (60-minute) hops by 10 to 15 percent when doing full boils. Leave the flavor/aroma hops the same.
 
Don't mess with the hops, just take the extra IBUs. I think you will like it.
