And here I am getting worried because it's 48 hours and I've got no action. Thanks......I'll wait the "recommended" 72 hours, take a hydrometer reading, then repitch. This is unusual......I've never had a pack of Nottingham fail to take right off. Of course it's only a month before the expiration date......but it's still "before."
 
Can you see if there's a krausen forming or any swirling in the wort? If so, that's a good sign. But as mentioned above, the best way to tell is with gravity readings.
