7.25 lbs of 2 row, .75 of medium crystal, .6 of chocolate, .4 of black malt. 1 oz of fruggles. Might be somewhat robust but input would much be appreciated. I don't have a program just pen/paper. Mash at 152(not sure on this). 3 gallon batch.
 
The malt bill looks good, I'd probably dial the black malt down a bit (0.30lb). You'll definitely need more fuggles for bitterness, 1oz wont even come close unless you plan to boil for three hours... which is not recommended. Two oz of fuggles at 60min (5.0% AA) will give you about 50 IBU which would be fine for a beer this big. Mash temp is fine. One last thing, if you are undecided on yeast, I would recommend using something like wy1028 or one of the more characterful English yeasts. Really, anything but S-04 or Nottingham. :)

Given 70% efficiency, your beer looks something like this:

80.6% Pale malt
8.3% Crystal
6.7% Chocolate
4.4% Black malt

OG: 1.074, 45 SRM, 25 IBU (given you only use 1 oz of fuggles).
