I've had a 2 quart starter going for a couple of days now for a Belgian Tripel that I'm doing soon. I'm kind of new to starters still and there is a thin brown line all around the outside surface of the starter.

When I shake it, it foams up and goes away but then after sitting it comes back.

Normal and nothing to worry about??

Yep normal and nothing to worry about. It sounds like yeast getting stuck to the side. Can you post a pic?

I agree with krops; sounds like yeast sticking to the side. If you sanitized the bottle (whatever you have the starter in) adequately, you will be fine.
