Boil Test question

I did a 1-hour boil test today preparing to make the jump to all grain when the weather warms up. I started with 3 gallons(25.02 pounds) and ended up with only .945 gallons(7.89 pounds) over 2 gallons boil off in an hour! That seem way too much. Anyone else see this much boil off?

-I did not start the clock until the water was boiling(~212 degrees)

My boil off rate for my 9 gallon pot is 2 gallons
 
I boil off two gallons per hour. Kettle geometry and rigor of the boil are certainly factors.
