When moving the wort from the fermentation jug to another pot, I am adding starter sugar. Do I need to stir that sugar up in the wort before I put in the bottles? I heard you don't want much movement as it will oxidize the mixture.

You CAN stir, but it is not necessary. As long as you have a good circular flow from your siphon, it should all mix together fine. Make sure you siphon your wort on top of the sugar mix though. Also, if you do stir it, make sure your spoon is sanitized.
 
an easy way to mix in the sugar water is to add it to your bottling bucket first, then transfer the beer on top of the sugar water. ideally, position the siphon's output in such a way as to create a swirl in the bottom of the bucket. the circular motion will mix the sugar for you.
