I came down to NOLA after Katrina to help run my cousin's real estate appraisal business. None of this is Katrina, though some could be Isaac. Tanks were never submerged. Were held in a cabinet 3-4 inches up. Tanks have not suffered to my untrained eye. Kegs look pristine. Just need seals.

My experience with Bass hasn't been as great.... for lack of proper jargon...: The fat part is way higher on the bottle, leaving a thinner "lip". Does not work at all with my cheap capper. I think the consensus on Bass bottles is avoid unless you have a bench capper.

I don't think anybody's mentioned water yet... do you guys have hard water? You might need to add some gypsum to get your pH down.

No, not personally. I've just heard a few too many horror stories about infections with the plate chillers. They have so many little pockets and nooks and crannies in there for crap to stick... At least with the CFC it's just a smooth pipe inside. CFCs aren't that bad to clean - it helps...

No, that plate chiller works like a counterflow chiller - you run cold water through it. But I wouldn't recommend it - they are a ***** to clean. I'd just build a nice 25' counterflow chiller and put it before your manifold. Since your kettle is already tapped you're halfway there.
