    There are valve but they are not cheap, go to Mcmaster Carr's website and look up needle valves you will want stainless or brass and the right NPT.

    You could try to warm it up a bit, bring it up to 75 or so for 24hrs and give it a gentle swirl. It may take off! Only draw back is you may pick up some esters.

    Look at the temperature range on the yeast you are using, myself I like the cooler temps to keep the esters down.

    You should be fine, though the lower temps after the initial fermentation may cause it to slow down. I would give it a extra week or two in the primary.
