I'm entering a homebrew comp and not sure what style my beer is. It's an American Wheat Ale with Orange Blossom Honey and Orange Zest. Would it be 23 Specialty or 21 Spice, Herb Veg?

Keep HBT weird.
Either one would probably work, but 23 would be my guess. That one covers honey and fruit additions.
