so I've got a nice batch of IPA thats been fermenting away for just over four weeks now and the and feel like its time to bottle/ keg it but I'm still getting some bubbling in my airlock about every five minutes or so. You think this is close enough to just go ahead and keg it or should a give it another week?

Hydrometer readings? If it's been stable for 3 readings then keg/bottle it. Changes in barometric pressure will cause airlock activity.
