Boiling Hops in Plain Water

O let's say I'm short on hops, I can't get to the lhbs or I'm just plain cheap.
Hop utilization is effected by the gravity of the wort.
So in order to boost the ibu's of my hops on hand, I boiled 1 oz of hops in plain water for 60 min.
Added lme and boiled for an additional 60 min and added aroma hops at 10 min left.
I'm going to do again, short on hops and money.
I have enough hops to make a pale ale but changing the hop utilization I am shooting for an IPA.
I was very pleased with the first beer.

Well, you may be cheap...but the energy to heat the water for an extra hour can't be helping in that department. But basically, your not doing anything too weird. I'm all grain and I have extended my boils on occasions to increase the bitterness of the hops. Hell that's why it's called a 90min IPA.
