Campden tablets for beer brewing

When is the best time to add campden tablets to remove chlorine from my brewing water? So far I have been adding 1/4 a tablet to 5 gallons of water in my bottling bucket and then using that water to do a partial boil and then top of my carboy. Will campden tablets still work if I add them to the wort mixture after I have topped off the fermentor or will they only work with just water?

No- use them in the water before making up the wort.
