should i stick the tube into the foam on top of the wort or leave it out of it

Just stick into the top. The tube is to replace an airlock in case the fermentation creates a krausen that rises out of the carboy/bucket.

Leave it out of the foam. Just insert it enough so that it's tight inside the opening.
