I have a tincture of several spices going into a beer soon, one question....do I dump spices and vodka into secondary or vodka only?

Depends on how strong you want it to be. I would probably taste the vodka to find out just how much spice seeped into it. Then, I might add it to your beer and gently incorporate it, then sample that to taste. If it needs even more spice, consider adding it to the fermenter.
