When I added gelatin to my last batch I added it too gently I guess and it settled and gelled on top. I thought it was an infection but it was not, I ended up poking the top layer and it sank and cleared fine and tested good.
Update, I racked to a keg and it was gelatin as the whole raft of gelatin sank to the bottom, I'm guessing from me poking holes in it. I guess I wont be so gentle when adding gelatin anymore and may give it a gentle stir after adding. Thanks for everyone's help!

Yes I was referring to the sunset layer below the Krausen. For adding Gelatin I used boiled and cooled water in a measuring cup sanitized by starsan and microwaved to 150 and pitched using the thief.

I purchased that exact pot and mill from Ontario beer kegs a couple weeks go, I see no problem with a Victoria mill so far especially if you are doing biab it only takes about 1 min a lb to mill by hand and you can use a drill if you want.

I think that was probably the OD instead of the ID, never the less I switched it out to the 3/16 poly tubing from mcmaster when I put my Perlicks in. Works great, a little hard to get the fitting on but boiling water works well. No taste from tubing
