Welcome. I was in your area a couple months back and thought it was a great beer town. I definitely drank quite a bit of Boulevard as I don't see it too often around Milwaukee. We also had good food / drink at The Beer Kitchen, McCoy's, and the Suacer. Good town.

Agreed with Nordeast. There are a ton of good websites with brewing calculators on them. I like brewersfriend.com. Their calculator puts you at 4.6% as well
My first thought is if you used 2 different thermometers and if they are calibrated correctly. Second, did you measure the grain temp before you mashed in?

You could try giving the primary a good swirl after about a week of no advancement. Gently swirl the fermenter and see if some of the yeast will break back up and do their thing. Bringing up the temp to 67-70 won't do any harm either.
