Yes, you can start steeping when the water is heating up. I used to add steeping grains at 150F and steep for 30 minutes not letting temperature go above 170F. I got that information from John Palmers How To Brew.

But I certainly like the previous ideas of making 2 beers out of your kit. Adding some cane sugar to each will leave you with a dry finish. I'm going to play with it a minute.
You will get pretty much the same bitterness if you leave out the last 2 hop additions. The 60 minutes hop addition is for bittering, 15 minute for flavor, 5 min and flame out for aroma. If you halve the first hop addition you will end up with a considerably less bitter beer.
You can just leave it in primary for another week or two and not bother with secondary at all unless you need your primary vessel for another batch. If you really want to transfer to a secondary vessel you can do that now or wait a couple more days. Personally I don't transfer to secondary...
