I too am a big fan of Citra and Amarillo, amazing combo for IPA's. My LHBS said that its due to all the major breweries using up all the Citra so us homebrewers are going to have to suffer without it

You should be able to buy some carbonation tablets at your LHBS, I have seen them at mine. I haven't ever used them but read the package once, just add a couple to each bottle you want to carbonate

Yooper is right, you can also add corn sugar to boost up the OG, too much though can dry out the finish of the beer
