I'm wondering if anyone has seen a Shirron Plate Chiller weld fail.
Back story was I moved a few years ago and got out of home brewing due to equipment spread everywhere. I had before I moved used a Shirron Plate chiller a few times (Less than a dozen) and had no issues. Cleaned it religiously...
I have gotten some people at work in to home brewing for the first time and some of the others that have brewed before to get back in to it with me! Good times at work!
One thing I would do, no matter how much rice hulls you use is to presoak/rinse them out. This way you're washing the hulls which are quite dirty from my experience. Also if you soak/rinse them off it helps with the water absorption.
So far as the flaked vs rye malt I use both in my Rye IPA...
To answer your questions, Yes they are safe to reuse.
There is no supposed limit to the amount of times they can be reused, but capping itself places a lot of stress on the bottles. I know new belgium 12 ounce bottles are a thinner glass and tend to break a lot more easily.

I suspect that a lot of it everywhere is a grey law description. Here in Minnesota they have changed the law somewhat supposedly but there are so many different laws and rules depending on the size of the brewery that its difficult at best to keep up with. Hell, the brewery down the road from me...
Hopblockers are generally a waste of time and energy. Ironically while they state not to use them with whole cone hops I've found more success with them than I have anything else. I still use mine but I do not use an immersion chiller anymore because with a 10 gallon pot there is not enough...

Well, I've done what a lot of folks have done, started with one form of extract, hybrids and gone on to full on all grain brewing.
