It was always necessary when using a carboy, especially one too small. I've been using buckets and the blowoff tube seems quite unnecessary these days.
I recently also purchased a crappy one output temp control stc-1000 ripoff. The first thing was that was fishy is that it read in Fahrenheit. It would be fine for an indoor DIY keezer thats about it. I complained and got the thing for $10 which is easier than sending it back to China.

Yep give it time. What temp do you have it at? The cooler the longer it will take to start up, but once I starts keep it someplace temperature stabile in the 60s if possible and dark (basement).
