I then thought get my magnets on the fan closer to flask to help make stronger field no work either. Then I lowered my magnets away from the flask...

You might look at the sprecher root beer extract I tried this and was very pleased with the results. It was probably the best root beer extract I have tried It will also require kegging I set mine to 30psi waited a week and boy was it good.
