I bought it from northern brewer. Its was used a couple of times and found I do not have time for home brewing. I will throw in extra tubing and hose connectors. It works like a charm. I bought it for $70. I'm selling it for $50!
I do not think they will ever carb up the correct amount because you only used 4 oz instead of the recommended 1oz per gallon, which would equal 5 ounces. I made the same mistake when I was a newb and the result was under carbbed beer.

Thanks for the responses. Is it a better idea to buy one from like a craigslist, welding or online source? I have no idea. I'm assuming that they are like propane tanks and have dates on them. Is it easier to buy one from somewhere that will swap them out?
I'm slowly getting into kegging buying pieces here and there. What size cylinder should I be looking for? I know 4-5lb may be the minimum, but is that too small? Is a 20lb too large?
