Default Steeping Honey Malt

Hopville states Gambrinus honey malt is 28 ppg, but I'm guessing that's for mashing. Steeping typically decreases the ppg of grains. Any idea how to alter this correctly for the beer calculator?
Would 6 oz be too much for a 3 gal wheat beer?
How honey-like is crystal 10?

6 oz is probably ok.I think 10 and 20 have a sweetness to them-its more candy sweet not quite honey sweet i think, kinda carmel or a light toffee i think it would be a good sub probably even together but chew on them.

Honey malt contains no sugars. It's starches need to go through a mash with active enzymes to convert it's starches to sugar.
