The fire supply sold me a 20 lb tank with a dip tube and a high pressure hose for 95$. Question is the hose doesnt have any s/o can I just put say 4 lbs in slowly and just use the 20 lb s/o valve while the 5 is on the scale.

You can do that. The thing is as the 5# tank gets filled the transfer gets a lot slower. Also, unless you get the 5# tank extremely cold (or the 20# hot) you will not be able to put 5#s of CO2 in it. When I fill 20oz bottles from 20# bottles (bottles at the same temp) it usually stops at around 16oz.
