I think that's the opposite of what TH is saying. There's no question about GFCI protection--the spa panels definitely have that. What TH is saying is that, despite having a device that looks like a breaker (i.e., a resettable device that provides overcurrent protection), and is marked like a breaker (with a current limit and such), the spa panels do not actually provide overcurrent protection.

Between the two, the GFCI protection is more relevant in this context, as we'd be plugging these into circuits that already have overcurrent protection (a breaker in the main panel). However, I find it very hard to believe that the spa panels don't also provide overcurrent protection without some actual authority to support that proposition.
