Wlp001 and stepping up a starter

Two part question
1. Can I use wlp001 for a triple ipa I am brewing. I am looking for about 12%.

2. I plan on making a starter with a stir plate for this. I have never stepped up a starter before though. Do I just use a larger amount of wort in my starter....or use the normal amount and then add more wort a day our two later? Thanks for the help!
 
1.I think you could use any yeast you want as long as your starter has produced a proper amount of cells.

2. I'd start with a normal starter. Let it ferment out. Chill. Decant the "beer" off the top of the yeast cake. Boil up about 1-2 liters of starter wort. Repeat for as many times as needed.
