Ok so I wanna enter my IIPA in the San Diego home brew comp but I bottled them in 22 oz and the requirement is two 12 oz bottles cam i pour some that is currently conditioning into 12 oz bottles or is this a bad idea it does kinda seem like i couldnt or shouldnt do this.

how long have they been conditioning? I would say that if the have already carbonated you are going to have a really hard time maintaining the carbonation and quality of the beer. but you never know if you have two bottles that you are willing to sacrifice then give it a try.
