This is the second time this happened from two consecutive 10 gallon batches of belgians. I racked to two separate 5 gallon carboys and after a month got this gross white film on top. I would think if the master batch was infected they would both have it. Only think i can think of was contaminated thief from taking samples

In primary, a lot of headspace is generally ok. But that beer looks like it's been done fermenting for a while, and has a ton of headspace. It's common for beers with a lot of headspace for a long period of time to be vulnerable to infection and things like mold due to the amount of oxygen in the headspace.
 
If i remember correctly the first time it happened there was also a lot of headspace. Would purging the carboy with co2 help?

Yes, or using something with less headspace for aging (like a keg, or a smaller carboy), or bottling and aging in the bottle.
 
I wish I could find the links again, but I don't think it's an infection. Likely a yeast residue. I've noticed it mainly on my ciders but occasionally on my beers. Never seems to be a problem after bottling.
