was wondering if 4 oz of cascade at flame out seems a little excessive for an apa with 1.054 sg, 35 IBUs - boiling 14.5 gal

Are you also dry hopping? I'd save 2 of those for dry hops.
Just digested the volume, use all 4 and go get more for dry hopping.

how much more for the dry hopping?
Taste it first. You might be happy as is. If want more nose, I'd say an ounce per 5 gallons. If you putting to separate carboys or later kegs, use different hops to compare them.
