How to block a hole in stainless?

I have two 40mm holes in the bottom of my stainless boiler. I want to change elements and get new ones to mount in the side. Whats the best way to blank the holes up?
 
Find a welder and have them patch them. That's the best way. The easiest way would be to construct a bulkhead then a plug to plug the hole.
 
Have one welded. While you're at it, take advantage of the situation and add a dump valve to the other
