I’m going to be brewing my first 15 gallon batch soon and need some help on making my yeast starter. I’ll be using WY1318 and have 3 packs.

According to Mr. Malty, I would need to make around an 11L starter.

I’m wondering if I can just pitch the 3 packs into 11L of 1.040 wort or should I step up to it? If step up is recommended, what size should the steps be?

I do have a stir plate but, I’m not sure if it will work with the container I’ll have to use to get that size starter (most likely a growler).

Ok, then our sponsor's calculator says you'd need 9 liters of 1.036 unstirred/unshaken starter (so, not so far from Mr Malty) or just 4 liters on a stir plate...

Agree with daytrippr ... that would be one way to go, but he politely left out that it would be a total waste of money and impractical way to go.

You have a stir plate.

You're about to spend more in this one batch on packages of yeast and yeast starter volume than would be the cost of one appropriately sized starter flask.

Use the calculator for yourself that was linked. You can very easily make this batch of beer with only 1 packet of yeast, stepping up the starters and not wasting 11 liters worth of DME.
