Yeast calculator question

When using a yeast calculator such as http://www.mrmalty.com/calc/calc.html

does the liters of starter figure refer to the amount of starter wort you make to pitch the initial yeast pack/vial into, or is that how many liters of yeast slurry you should be pitching into the final wort after decanting off the spent wort from the starter?

I'm guessing it's the first one but wanted to confirm.

It is referring to the amount of starter wort you add to your yeast.
