Where to set-up brewroom

I just moved to a new place, and am slowly building my full electric system. In my new place I have a choice between two locations. I would like to know what everyone thought the best option would be.
1) the workshop which has more space then I need for the brewery and fermentors, it is partially insulated, and has its own 100 amp service. It isn;t heated but that is a quick fix, but the big kicker is no plumbing
2) The laundry room in the finished basement has a 30 amp plug available and water, but it will be cramped for space, about 7' x 4', so I am thinking a single tier is out
One other note, the water in town isn't great, and I was planning on using bottled RO water.
 
Your going to use bottled water so use the bigger space. You never know you might want to build more in the future. But then if you use the smaller space you would feel that you don't need any more and you would save money.
I would use the bigger space.

Well this way might cost a lot but you could build a dry well outside and just have a base cabinet with a sink inside and run the plumbing to the dry well. You would just dump your waste water in the sink and away it goes. Other then that you might just have to throw the water out the door. Or if you are using a wort chiller you could run a long hose from it to the outside.
To me there is a lot you could do you would just have to see how much you could do on your own and the how much you could spend.
